Arthur Rackham was born in 1867.
He studied at the 'City of London School', and the Lambeth School of Art. He made occasional sales to several illustrated magazines, such as 'Scraps' and 'Chums'.
In 1891 and 1892. He also illustrated an edition of Lewis Carrol's Alice in Wonderland.
Here is an illustration by Rackham (above), used in a 1907 print of Alice in Wonderland.

The second image is the cover from 'Never Forever', (1980), which was Kate Bush's third studio album. You can see similarities in the two styles.
I really love her artwork in this album, it is one of my favourite covers in her discography.
Rackham's artwork could be considered to have abstract/experimental themes in his style, and Kate Bush's 'Never Forever' album cover has very similar features to this.
